Function format_cell 

pub fn format_cell(value: &Value, format: Option<&str>) -> FormattedCell

Formats one JSON value using a catalog format hint (no row companions).

Unhandled formats (float, text, date, …) keep a plain display (no millify). For recommendation / computed_recommendation without companions, returns the plain value (Python needs the full row for arrows).
